For my card, I used several of the Tim Holtz dogs layered them masking each as they were added then did the same with the balloons.
I colored up the images with brush watercolor then added the birthday sentiment and drew in the strings.

This is adorable Lisa, the expressions on those Dogs's faces is priceless, I'm certain the one on the left is saying we're gonna let those balloons go in a minute.

I love these older TH dog images and should drag mine out to have a play with them again. Love those balloons and all the layering and great coloring too!
